Hadith 2555

Sayyiduna Ibn Abbas (may Allah be pleased with them both) narrates that the Noble Prophet (peace and blessings be upon him) said: "Whoever sees something from his leader that he dislikes should be patient, for whoever separates from the congregation even by a handspan and dies in that state, dies the death of ignorance (Jahiliyyah)."

Brief Explanation
(Commentary on Hadith 2554)

From this hadith, it is understood that obedience to the leader (amir) is necessary and remaining with the congregation (jama‘ah) is obligatory.
It is forbidden (haram) to cause division among Muslims.
In the narration of Ibn Hibban and Ahmad rahimahumallah, it is stated: Even if this ruler or leader consumes your wealth and lashes your back, still be patient.
Only when he commits open disbelief (kufr) is it permissible to depose him, withdraw obedience from him, or revolt against him.
In one narration, it is stated that as long as the leader or ruler does not command you to commit a clear and explicit sin.
And in another narration, it is stated that the ruler who disobeys Allah should not be obeyed.
In any case, as long as clear disbelief (kufr sariih) is not committed, it is not permissible to revolt against or oppose the leader or ruler.
Some zealous young men once came to Samahat al-Shaykh Ibn Baz rahimahullah and said that the leaders and rulers are very negligent in their actions, evils are increasing, and we should rise up against these leaders and rulers.
The Shaykh rahimahullah, with great composure and seriousness, said: Do you find clear disbelief (kufr sariih) in these leaders and rulers? They replied: No. The Shaykh rahimahullah said: Then remain silent, do not spread chaos.
