It is narrated from Sayyiduna Jubair bin Mut’im (may Allah be pleased with him) that the Noble Prophet (peace and blessings be upon him) said: “O Banu Abd Manaf! If you become the custodians (of the Ka’bah), then do not prevent anyone at any time, whether it is day or night, from performing Tawaf and Salah in it.”

From this hadith, it is understood that in the Sacred Sanctuary (Haram Sharif), anyone may enter and perform prayer or circumambulation (tawaf) at any time, whether it is the time of sunrise, zenith (zawal), or sunset. This is the position of the Ahl al-Hadith, Imam Shafi'i, Ahmad, and Ishaq rahimahumullah.
Imam Abu Hanifah rahimahullah stated that it is not permissible to perform prayer or circumambulation (tawaf) at the times of zenith, sunrise, or sunset, even if it is in the Haram.
