Abdul Aziz bin Rafi’ said: I asked Sayyiduna Anas bin Malik (the servant of the Prophet, peace be upon him): If you remember, please tell me where did the Messenger of Allah (peace be upon him) perform the Zuhr prayer on the eighth of Dhul-Hijjah? He replied: At Mina. And where did he perform the Asr prayer on the twelfth of Dhul-Hijjah? He said: At Abtah. Then he said: Do as your rulers do.

From this hadith, it is understood that obedience to rulers and leaders is obligatory as long as their command is not contrary to the Shari‘ah.
Ibn Munzir rahimahullah said: The Sunnah is that the Imam should perform the Zuhr, ‘Asr, Maghrib, ‘Isha, and Fajr prayers on the eighth (of Dhul-Hijjah) in Mina, and one may depart for Mina at any time. The Messenger of Allah sallallahu alayhi wa sallam arrived there before Zuhr and performed Zuhr there, as has been mentioned previously.
Now, if the leader or ruler departs for Mina with some delay, then it is obligatory to obey him and remain with the congregation, because this (timing) is Sunnah and recommended (mustahabb), and in Hajj, there is no harm in reaching Mina late on the Day of Tarwiyah.
