Someone asked, "Tell us, what if a person has nothing?" The Noble Prophet (peace and blessings be upon him) said: He should work with his own hands, benefit himself, and also give charity. The questioner asked, "Tell us, what if he is not able to do that?" The Noble Prophet (peace and blessings be upon him) said: He should help someone in need or in distress. The questioner asked, "What if he cannot do even that?" The Noble Prophet (peace and blessings be upon him) said: He should enjoin good or justice. The questioner asked, "What if he cannot do even that?" The Noble Prophet (peace and blessings be upon him) said: Then he should restrain himself from harming anyone; that is charity for him.
