It is narrated on the authority of Abu Hurairah (RA) that the Messenger of Allah (ﷺ) observed: He who intended to do good, but did not do it, one good was recorded for him, and he who intended to do good and also did it, ten to seven hundred good deeds were recorded for him. And he who intended evil, but did not commit it, no entry was made against his name, but if he committed that, it was recorded.

Hadith Commentary:
This Qudsi hadith proves that Allah, exalted is He, speaks besides the Noble Qur’an and gives such commands for the guidance of His servants by which their rectification is intended.
These commands are apart from the Noble Qur’an and consist of the speech of Allah, exalted is He.
In this speech, there are words and sound; thus, in this hadith, the Messenger of Allah (sallallahu alayhi wa sallam) has attributed the statement to Allah, exalted is He.
From this, Imam al-Bukhari rahimahullah has established the above chapter heading.

Vocabulary of the Hadith:
هَمَّ:
Qasada wa arada (intended and willed):
Some scholars have differentiated between "ham" (intention and will) and "azm" (firm and resolute determination).
According to them, there is no accountability for mere intention and will,
but there is accountability for firm determination (azm).
They divide the thoughts that come to a person in religion into five categories:
(1)
هَاجِسٌ:
A sudden thought about something comes and passes away.
(2)
خَاطِرٌ:
A thought about something comes repeatedly, but there is no intention to do or say it.
(3)
حَدِيثُ النَّفْسِ:
A thought comes about something,
the mind inclines towards it, and plans for its attainment are considered.
(4)
هَمٌّ:
A thought about something arises in the heart,
and the intention to attain it becomes predominant,
even if, due to some specific harm, there is a slight thought not to pursue it.
(5)
عَزْمٌ:
A thought becomes firmly established in the heart and there is a resolute and firm determination to attain it.
Benefits and Issues:
It is Allah’s grace and favor upon the Muslim that merely intending to do a good deed becomes a cause for reward, and if he puts his intention and will into action, then his reward is increased at least tenfold.
But if he intends to do an evil deed, then as long as he does not attempt to put it into action, no sin is recorded in his book of deeds, and if he refrains from it out of fear and awe of Allah, then a good deed is written for him.

Explanation:
1:
Whoever performs a good deed will receive tenfold reward,
and whoever commits an evil deed will be recompensed only to the extent of it.
And they will not be wronged (al-An‘am: 160).
