Hadith 35103
٣٥١٠٣ - حدثنا زيد بن (الحباب) (١) قال: ثنا القاسم بن معن عن (جعفر) (٢) عن أبيه أن عمر أراد أن يفرض للناس، وكان رأيه خيرا من رأيهم، فقالوا: ابدأ بنفسك، فقال: لا، فبدأ بالأقرب (فالأقرب) (٣) من رسول اللَّه ﷺ، ففرض للعباس ثم علي حتى (والى) (٤) بين خمس قبائل، حتى انتهى إلى بني عدي بن كعب (٥).
Hazrat Ja'far's father, may Allah have mercy on him, narrates that Hazrat Umar, may Allah be pleased with him, intended to fix stipends for the people; and his opinion was better than the opinion of all others. The people said: You, may Allah be pleased with you, should begin with yourself. He, may Allah be pleased with him, said: No! Then he, may Allah be pleased with him, began with those who were closest in relation to the Messenger of Allah, peace and blessings be upon him, and then those who were next closest. He, may Allah be pleased with him, fixed the share of Hazrat Abbas, may Allah be pleased with him. Then Hazrat Ali, may Allah be pleased with him, until he, may Allah be pleased with him, continuously fixed shares among five tribes. Until he, may Allah be pleased with him, reached the tribe of Banu Adi.

٣٥١٠٤ - حدثنا وكيع قال: ثنا موسى بن عُليّ بن رباح عن أبيه أن عمر بن الخطاب خطب الناس في الجابية فحمد اللَّه وأثنى عليه ثم قال: من أحب أن يسأل عن القرآن فليأت أبي بن كعب، ومن أحب أن يسأل عن الفرائض فليأت زيد بن ثابت، ومن أحب أن يسأل عن الفقه فليأت معاذ بن جبل، ومن أحب أن يسأل عن المال فليأتني، فإن اللَّه جعلني خازنًا وقاسمًا، ألا وإني بادئ بالمهاجرين الأولين، أنا وأصحابي فنعطيهم، ثم بادئ بالأنصار الذين تبوءوا الدار والإيمان فنعطيهم، ثم بادئ بأزواج النبي ﷺ (فنعطيهن) (١)، فمن أسرعت به الهجرة أسرع به العطاء، ومن أبطأ عن الهجرة أبطأ به العطاء، فلا يلومن أحدكم إلا مناخ راحلته (٢).
Hazrat Ulay bin Rabah (may Allah have mercy on him) narrates that Hazrat Umar bin Khattab (may Allah be pleased with him) addressed the people at the place of Jabiyah: He (may Allah be pleased with him) praised and glorified Allah, then said: Whoever wishes to ask about the Qur'an should come to Hazrat Ubayy bin Ka'b (may Allah be pleased with him). And whoever wishes to ask about the shares of inheritance should come to Hazrat Zayd bin Thabit (may Allah be pleased with him). And whoever wishes to ask about jurisprudence should come to Hazrat Mu'adh bin Jabal (may Allah be pleased with him). And whoever wishes to ask about wealth should come to me. Indeed, Allah Almighty has made me the treasurer and distributor. Beware, I will begin first with the earliest Muhajireen. I and my companions will give them their grants. Then I will begin with the Ansar, who gave a place to faith and remained steadfast in faith. Thus, I and my companions will give them their grants. Then I will begin with the pure wives of the Noble Prophet (peace and blessings be upon him) and will give them their grants. And whoever hastened in migration, the grant will also hasten towards him. And whoever was slow in migration, the grant will also be slow for him. None among you will ever be blamed except at the place where his mount sits.

٣٥١٠٥ - حدثنا زيد بن (الحباب) (١) (قال: حدثني موسى بن عبيدة) (٢) قال: حدثني محمد بن إبراهيم بن الحارث التيمي، وكان جده من المهاجرين عن أبي هريرة أنه وفد إلى صاحب البحرين قال: فبعث معي بثمانمائة ألف درهم إلى عمر بن الخطاب فقدمت عليه، فقال: ما جئتنا به يا أبا هريرة؟ فقلت: بثمانمائة ألف درهم، فقال: أتدري ما تقول، إنك أعرابي؟ قال: فعددتها عليه بيدي حتى وفيت، قال: فدعا المهاجرين فاستشارهم في المال فاختلفوا عليه، فقال: ارتفعوا عني، حتى إذا كان عند الظهيرة أرسل إليهم، فقال: إني لقيت رجلا من أصحابي (فاستشرته) (٣) فلم ينتشر عليه رأيه فقال: ﴿مَا أَفَاءَ اللَّهُ عَلَى رَسُولِهِ مِنْ أَهْلِ الْقُرَى فَلِلَّهِ وَلِلرَّسُولِ وَلِذِي الْقُرْبَى وَالْيَتَامَى وَالْمَسَاكِينِ وَابْنِ السَّبِيلِ﴾ [الحشر: ٧]، فقسمه عمر على كتاب اللَّه (٤).
Hazrat Muhammad bin Ibrahim bin Harith Taimi, may Allah have mercy on him, whose grandfather was among the Muhajireen, states that Hazrat Abu Hurairah, may Allah be pleased with him, said: I went with a delegation to the governor of Bahrain, and he sent with me eight hundred thousand dirhams to Hazrat Umar ibn Khattab, may Allah be pleased with him. I brought them to Hazrat Umar, may Allah be pleased with him. He asked: O Abu Hurairah, what have you brought? I replied: I have brought eight hundred thousand dirhams. He said: Do you know what you are saying? Surely, you are a villager. Hazrat Abu Hurairah, may Allah be pleased with him, says: I counted this wealth with my own hand until I completed it. Then Hazrat Umar, may Allah be pleased with him, called the Muhajireen and consulted them about the wealth. All of them gave different opinions. He said: You people leave me. When the time for Zuhr came, he sent a messenger to call them. And he said: I met one of my companions, and there was no confusion in his opinion. He recited this verse: Translation: Whatever Allah has returned to His Messenger from the people of the towns, it is for Allah and His Messenger, and for the Messenger’s relatives, and the orphans, and the needy, and the travelers. Therefore, Hazrat Umar, may Allah be pleased with him, distributed this wealth according to the Holy Qur’an.

Hadith 35106
٣٥١٠٦ - حدثنا وكيع قال: ثنا سفيان عن جعفر عن أبيه قال: لما وضع عمر ابن الخطاب الدواوين استشار الناس فقال: بمن أبدأ؟ قال: ابدأ بنفسك، قال: لا ولكني أبدأ بالأقرب فالأقرب من رسول اللَّه ﷺ فبدأ بهم (١).
Hazrat Ja'far, may Allah have mercy on him, narrates from his father that when Hazrat Umar bin Khattab, may Allah be pleased with him, decided to establish the register (diwan), he, may Allah be pleased with him, sought advice from the people and asked: "With whom should I begin?" Someone said: "Begin with yourself." He, may Allah be pleased with him, said: "No! Rather, I will begin with those who are closer in relation to the Messenger of Allah, peace and blessings be upon him, and then those who are next closest to him, peace and blessings be upon him." Thus, he, may Allah be pleased with him, began with them.

Hadith 35107
٣٥١٠٧ - حدثنا محمد بن عبد اللَّه الأسدي قال: ثنا حبان عن (مجالد) (١) عن الشعبي أن عمر أُتيَّ من جلولاء (بستة) (٢) آلاف ألف ففرض العطاء فاستشار في ⦗٣٠٦⦘ ذلك عبد الرحمن بن عوف، فقال عبد الرحمن بن عوف: ابدأ بنفسك، فانت أحق بذلك، قال: لا، بل أبدأ بالأقرب من رسول اللَّه ﷺ ممن شهد بدرا حتى ينتهي ذلك إليَّ، (قال) (٣): فبدأ ففرض لعلي في خمسة آلاف ثم لبني هاشم ممن شهد بدرا ثم لمواليهم ثم لحلفائهم ثم الأقرب فالأقرب حتى ينتهي ذلك (إليه) (٤) (٥).
Imam Shabi (may Allah have mercy on him) narrates that six hundred thousand came to Hazrat Umar (may Allah be pleased with him) from the place of Hulula. So he (may Allah be pleased with him) wanted to allocate stipends. He sought advice regarding this. Hazrat Abdur Rahman bin Auf (may Allah be pleased with him) said: You (may Allah be pleased with him) should begin with yourself. You are more deserving of it. He (may Allah be pleased with him) replied: No! Rather, I will begin with those close relatives of the Messenger of Allah (peace and blessings be upon him) who participated in the Battle of Badr, until this sequence reaches me. The narrator says: He (may Allah be pleased with him) began with Hazrat Ali (may Allah be pleased with him) and fixed five thousand for him. Then he allocated shares for those from Banu Hashim who were present at the Battle of Badr. Then for their slaves, then for their allies. Then according to the closest and then the next closest, until this matter reached him (may Allah be pleased with him).
