Musannaf Ibn Abi Shaybah

Hazrat Yahya bin Abdullah bin Saifi narrates that Hazrat Umar wrote a letter to Hazrat Abu Musa: In ta'zir, the lashes should not exceed thirty in number.

Hazrat Abu Wa'il narrates that a man wrote a letter to Hazrat Umm Salamah regarding a debt that was due upon him, and in this letter, he caused her distress. So Hazrat Umar ordered that this person be given thirty lashes.

Hazrat Ash'ath narrates that Hazrat Sha'bi said: The amount of ta'zir is between one lash and forty lashes.

Hazrat Harith bin Utbah narrates that a man was brought to Hazrat Umar bin Abdul Aziz who used to abuse Hazrat Usman. He asked, "What made you abuse him?" He replied, "I bear enmity towards him." He said, "If you bear enmity towards someone, does that mean you should abuse him?" So, by his order, the man was given thirty lashes.

Hazrat Talha bin Yahya narrates that I was sitting with Hazrat Umar bin Abdul Aziz when a man came to him and asked him to fix a stipend for him. He did not fix a share for him, so the man said: "He is a disbeliever in Allah if he does not fix a share!" The narrator says: So he (Umar bin Abdul Aziz) had him beaten with ten to fifteen lashes.

Hazrat Abu Burdah bin Niyar narrates that the Messenger of Allah, peace and blessings be upon him, said: No more than ten lashes will be given except in the case of a prescribed punishment (hadd).

Hazrat Imran narrates that Hazrat Sha'bi was asked about those four men who testified against a man, claiming that he is not the son of a certain person, and four other men testified that indeed he is the son of that person. What is the ruling regarding them? He replied: I would absolve them from punishment because they are four, and I would affirm the statement of the other.
