Musannaf Ibn Abi Shaybah

Hazrat Asim narrates that Hasan Basri said: Four things are entrusted to the ruler: zakat, prayer, punishments, and judgments.

Hazrat Jabalah bin Atiyyah narrates that Hazrat Ibn Muhairiz said: Jumu'ah (Friday prayer), punishments, zakat, and the wealth of fai are entrusted to the ruler.

Hazrat Mughira bin Ziyad narrates that Hazrat Ata Khurasani said: Zakat, Friday (prayer), and punishments are entrusted to the ruler.

Hazrat Muhammad bin Amr narrates that Hazrat Umar bin Abdul Aziz said: The ruler is the guardian of the person who fights for the religion, even if he kills someone's brother or his father.
