Musannaf Ibn Abi Shaybah

Hazrat Abdullah (may Allah be pleased with him) says that during the waiting period (‘iddah), no one except the husband who has taken an oath of abstinence (ila’) can propose marriage to her, and when the waiting period is over, then he and other people are equal.

Hasan (may Allah have mercy on him) and Muhammad (may Allah have mercy on him) say that he can give a marriage proposal during the waiting period, and no one else can do so.

Muhammad, may Allah have mercy on him, said that the predecessors used to say regarding Ila that when four months pass, one irrevocable divorce will take place, and during her waiting period, he can send her a marriage proposal if he wishes. Ibn Aun, may Allah have mercy on him, says that I said to Muhammad that Amir, may Allah have mercy on him, used to say that only he can send her a marriage proposal during her waiting period, no one else can; he replied that Amir, may Allah have mercy on him, spoke the truth.

Hazrat Masrooq (may Allah have mercy on him) says that when four months have passed, one irrevocable divorce will take place, and during her waiting period, only her husband can send her a marriage proposal, no one else can.

Hazrat Ata (may Allah have mercy on him) says that if the husband of a woman who has undergone ila wishes to marry her, there is no need for her to observe the waiting period (‘iddah), but if someone else wishes to marry her, she must observe the waiting period of three menstrual cycles.
