Musannaf Ibn Abi Shaybah

It is narrated from Hazrat Abu Salih Hanafi that a man came to Hazrat Hudhaifa (may Allah be pleased with him) and Hazrat Abu Ayyub Ansari (may Allah be pleased with him) while both were sitting in the mosque, and the people of Kufa had expelled Saeed bin Al-Aas. That man said, "What has made you sit here, while the people have gone out? By Allah, we are upon the Sunnah." So both of them said, "How can you be upon the Sunnah when you have expelled your Imam? By Allah, you cannot be established upon the Sunnah until the ruler shows kindness and the subjects desire goodwill." The narrator says that the man asked them, "If the leader does not show kindness and the subjects desire goodwill, then what do you command us?" They replied, "We will go out and we will invite you as well."
