Hazrat Talha bin Yahya (may Allah have mercy on him) narrates that Hazrat Umar bin Abdul Aziz (may Allah have mercy on him) used to send messages through a messenger. One of his slaves allowed a person to ride on the postal mount without his permission. He (may Allah have mercy on him) called him and said: Do not part from him until you pay its price, then deposit its price in the public treasury (Bait-ul-Mal).
