Hadith 34912
٣٤٩١٢ - حدثنا الفضل بن دكين قال: ثنا محمد بن طلحة عن داود بن سليمان قال: كتب عمر بن عبد العزيز إلى عبد الحميد بن عبد الرحمن: آمرك أن (تطرز) (١) أرضهم -يعني أهل الكوفة، ولا تحمل خرابا على عامر ولا عامرا على خراب، وانظر (الخراب) (٢) فخذ منه ما أطاق وأصلحه حتى يعمر، ولا تأخذ من العامر إلا وظيفة الخراج في رفق وتسكين لأهل الأرض، وآمرك أن لا تأخذ في الخراج إلا وزن سبعة ليس لها (أس) (٣)، ولا أجور الضرابين، ولا (٤) الفضة ولا هدية النيروز والمهرجان، ولا ثمن المصحف، ولا أجور الفتوح، ولا أجور البيوت ولا درهم النكاح، ولا (خراج) (٥) (على) (٦) من أسلم من أهل الأرض.
Hazrat Dawood bin Sulaiman narrates that Hazrat Umar bin Abdul Aziz wrote a letter to Abdul Hameed bin Abdur Rahman stating: I command you to examine the land of the people of Kufa. Do not apply the ruling of cultivated land to barren land, nor the ruling of barren land to cultivated land. Make every effort to cultivate barren land. Take only the kharaj from those who cultivate the land, so that they are treated gently and find ease. I command you to take only the weight of seven in kharaj, do not take the wages of the money-changers. Do not take melted silver. Do not take the gifts of Nowruz and Marjan. Do not take the price of the scriptures. Do not take the wages of the scribes, do not take the rent of rooms, do not take the dirham for marriage, and do not take kharaj from anyone who becomes a Muslim.
