Musannaf Ibn Abi Shaybah

Hazrat Hakeem bin Umair narrates that Hazrat Umar bin Khattab wrote a letter: Beware! Never let the commander of an army or the leader of a group flog anyone with the punishment of hadd until the way to the city becomes clear, lest the zeal and pride of Satan overtake him and he joins the disbelievers.
