الرجل يقتل في الحرمExplanation of One Killed During the Sacred Months or in the Haram
Hadith 29414
٢٩٤١٤ - حدثنا أبو بكر قال: حدثنا ابن مبارك عن معمر عن عمرو بن عبد اللَّه عن عكرمة (أبى) (١) عمر بن الخطاب: قضى بالدية على أهل القرى أثني عشر ألفًا وقال: إن الزمان يختلف وأخاف عليكم الحكام بعدي، فليس على أهل القرى زيادة في تغليظ عقل ولا في الشهر الحرام ولا الحرمة، (٢) عقل أهل القرى فيه (تغليظ) (٣) لا زيادة فيه (٤).
Hazrat Ikrimah narrates that Hazrat Umar bin Khattab decided the blood money (diyat) for the people of the town to be twelve thousand dirhams. And he said: I fear for you regarding the rulers who will be appointed after me. Therefore, the blood money for the people of the town will not be increased by making it more severe, neither in the sacred months nor within the boundaries of the Haram, and the blood money for the people of the town is already severe; there will be no increase in it.
