Hadith 23838
٢٣٨٣٨ - حدثنا أبو بكر قال: حدثنا إسحاق الأزرق عن هشام عن الحسن قال: من أحيا أرضا مواتا لم تكن لأحد قبله فهي له.
Hasan says that whoever cultivates barren land that previously belonged to no one, it will belong to him. Hisham says that Umar bin Abdul Aziz, may Allah have mercy on him, also wrote the same.
