Musannaf Ibn Abi Shaybah

Hazrat Mujahid, regarding the verse of the Holy Qur'an { وَلاَ جُنَاحَ عَلَیْکُمْ فِیمَا عَرَّضْتُمْ بِہِ مِنْ خِطْبَۃِ النِّسَائِ }: "And there is no blame upon you for proposing to women," says that a man may say to a woman that she is beautiful, she is generous in spending, and she is on the path of goodness. However, it is better that the intention of proposing marriage remains in his heart and he does not express it openly to the woman. And all of this is permissible and virtuous.
