Our esteemed researcher has declared this narration weak in terms of its chain of transmission; however, Shaykh al-Albani rahimahullah has, on the basis of corroborating reports, graded the last sentence of this narration (وَإِنْ لَقِيتُمُوهُمْ فَلَا ...) as hasan (good), without the aforementioned phrase.

The deniers of predestination (qadar) believe that Allah Ta'ala is only the Creator of good, and that man is the creator of evil.
In this way, they have, as it were, considered every human being to be a creator.
The Magians (Majus) believe in two gods: one is the creator of good (Yazdan),
and the other is the creator of evil (Ahriman).
Thus, both of these groups (the deniers of predestination and the Magians)
accept someone other than Allah Ta'ala as the creator of evil, whereas the creed of Ahl al-Sunnah is that Allah Ta'ala is the Creator of both good and evil, and the servant is the doer and perpetrator of these actions.
Allah Ta'ala, in His wisdom, has granted the servant the power to do both good and evil, and has given him the choice to select either of the two paths.
Some individuals, deceived by the evil-commanding soul (nafs al-ammarah) and Satan, choose the wrong path and, by displeasing Allah, become deserving of punishment.
Others, by Allah’s tawfiq (divine enablement), walk the straight path, please Allah, and thus become deserving of His rewards.
