Commentary: By "the meeting of the circumcised parts" is meant the contact of the sexual organs, that is, the act of intercourse. The meaning is that when the act of sexual intercourse is initiated, ritual bath (ghusl) becomes obligatory even if ejaculation does not occur.

´Aishah narrated:` "When the circumcised meets the circumcised, then indeed Ghusl is required. Myself and Allah's Messenger did that, so we performed Ghusl."
Shaykh Dr. Abdur Rahman Freywai
1: Even if ejaculation does not occur, ritual bath (ghusl) still becomes obligatory. Previously, the ruling was that ritual bath (ghusl) would only become obligatory when ejaculation occurred, which was later abrogated by this hadith. See the next hadith.
