Narrated Anas: Qais bin Sa`d was to the Prophet like a chief police officer to an Amir (chief).

The meaning of "sahib shart" is "the one possessing signs," just as soldiers have specific distinguishing marks.
Hazrat Qais bin Sa'd radi Allahu anhu used to remain in the presence of the Messenger of Allah sallallahu alayhi wa sallam and would implement his sallallahu alayhi wa sallam's matters and commands.
Some of them are extremely intelligent and wise.
They are granted permission by the supreme authority to pass judgments regarding hudud (prescribed punishments) and qisas (retaliatory punishments).
Imam Bukhari rahimahullah has indicated this very point through this hadith.
