Narrated Salim: `Abdul Malik wrote to Al-Hajjaj that he should not differ from Ibn `Umar during Hajj. On the Day of `Arafat, when the sun declined at midday, Ibn `Umar came along with me and shouted near Al- Hajjaj's cotton (cloth) tent. Al-Hajjaj came Out, wrapping himself with a waist-sheet dyed with safflower, and said, "O Abu `Abdur-Rahman! What is the matter?" He said, If you want to follow the Sunna (the tradition of the Prophet (p.b.u.h) ) then proceed (to `Arafat)." Al-Hajjaj asked, "At this very hour?" Ibn `Umar said, "Yes." He replied, "Please wait for me till I pour some water over my head (i.e. take a bath) and come out." Then Ibn `Umar dismounted and waited till Al-Hajjaj came out. So, he (Al-Hajjaj) walked in between me and my father (Ibn `Umar). I said to him, "If you want to follow the Sunna then deliver a brief sermon and hurry up for the stay at `Arafat." He started looking at `Abdullah (Ibn `Umar) (inquiringly), and when `Abdullah noticed that, he said that he had told the truth.

Hadith Commentary: Explanation:
Hajjaj was the governor of Hijaz on behalf of Abdul Malik. When he achieved victory over Abdullah bin Zubair (radi Allahu anhu), Abdul Malik appointed him as the governor.
Abu Abdur Rahman is the kunyah of Abdullah bin Umar (radi Allahu anhu), and Salim is his son.
From this hadith, it is understood that the standing (wuquf) at Arafah should be commenced right after midday, at the peak of the heat.
At that time, it is recommended (mustahabb) to perform ritual bath (ghusl) for the standing, and it is prohibited to wear clothes dyed with safflower (kasm) during the standing.
Hajjaj also made this mistake, among many other mistakes he committed, especially the unjust shedding of the blood of so many Muslims, for which he is responsible.
In this context, one link is also the unjust killing of Abdullah bin Zubair (radi Allahu anhu), after which Hajjaj became ill.
And it is reported that he would often see in his dreams that the unjust blood of Abdullah bin Zubair (radi Allahu anhu) was riding upon his neck.

Hadith Commentary:
(1)
The purpose is that one should reach the place of standing (wuquf) at Namirah early. Namirah is the name of a place situated between the outer boundary of the Haram and the edge of Arafat. Here, the Imam stays; it was at this very place that the tent of the Messenger of Allah (sallallahu alayhi wa sallam) was set up. On that day, the Messenger of Allah (sallallahu alayhi wa sallam) performed the Zuhr (noon) prayer at its earliest time, then immediately after, he performed the Asr (afternoon) prayer. After that, he remained there until sunset.
(2)
This standing (wuquf) is a pillar (rukn) of Hajj. Without it, Hajj is not valid. This standing should be commenced right after midday (zawal), at the hottest part of the day; moreover, it is recommended (mustahabb) to perform ritual bath (ghusl) before the standing. It is mentioned in the hadith that the Messenger of Allah (sallallahu alayhi wa sallam) performed the Fajr (dawn) prayer in Mina on the ninth of Dhul-Hijjah, and after sunrise, he proceeded to the plain of Arafat. A tent was set up for him at the place of Namirah, where he stayed. After the sun had passed its zenith, he combined and performed the Zuhr and Asr prayers, then delivered a sermon to the people, and then proceeded to the valley for the standing at Arafah. (: Sunan Abi Dawud, Al-Manasik, Hadith: 1913)
Hazrat Salim bin Abdullah (rahimahullah) also compelled Hajjaj bin Yusuf regarding this, saying that if you intend to follow the Sunnah, then proceed quickly. (: Fath al-Bari: 3/645)
