وَقَالَ مُحَمَّدُ بْنُ بَكْرٍ ، أَخْبَرَنَا ابْنُ جُرَيْجٍ ، أَخْبَرَنِي عَمْرُو بْنُ دِينَارٍ ، عَنْ أَبِي الشَّعْثَاءِ ، أَنَّهُ قَالَ : وَمَنْ يَتَّقِي شَيْئًا مِنْ البيت ، وَكَانَ مُعَاوِيَةُ يَسْتَلِمُ الْأَرْكَانَ ، فَقَالَ لَهُ ابْنُ عَبَّاسٍ رَضِيَ اللَّهُ عَنْهُمَا : إِنَّهُ لَا يُسْتَلَمُ هَذَانِ الرُّكْنَانِ ، فَقَالَ : لَيْسَ شَيْءٌ مِنْ البيت مَهْجُورًا ، وَكَانَ ابْنُ الزُّبَيْرِ رَضِيَ اللَّهُ عَنْهُمَا يَسْتَلِمُهُنَّ كُلَّهُنَّ .
Abu Ash-Sha'tha said, "Who keeps away from some portion of the Ka'bah?" Mu'awiya used to touch the four corners of the Ka'bah, Ibn 'Abbas said to him, "These two corners (the one facing the Hijr) are not to be touched." Mu'awiya said, "Nothing is untouchable in the Ka'bah." And Ibn Az-Zubair used to touch all the corners of the Ka'bah.

Hadith Commentary:

The House of Allah (Baytullah) has four corners.
The corner in which the Black Stone (Hajar al-Aswad) is installed has two virtues:
Firstly, it contains a stone from Paradise, which is called the Black Stone (Hajar al-Aswad).
Secondly, it is upon the foundations of Ibrahim (alayhis salam).
For this reason, it is kissed.
If kissing is not possible, then it is touched (istilam), and if even that is not possible, then it is indicated towards.
The second corner is the Yemeni Corner (Rukn Yamani).
Its only distinction is that it is upon the foundations of Ibrahim (alayhis salam); therefore, it is not kissed, but its istilam is legislated.
The other two corners are not upon the foundations of Ibrahim (alayhis salam), so kissing or istilam of them is not legislated. However, some of the noble Companions (radi Allahu anhum) used to perform istilam of all four corners of the House of Allah.
Among them is Amir Muawiyah (radi Allahu anhu), who is mentioned in the aforementioned hadith.

The detailed narration is as follows:
Abu Tufayl says that I performed Hajj with Ibn Abbas and Amir Muawiyah (radi Allahu anhuma).
Amir Muawiyah (radi Allahu anhu) used to perform istilam of every corner of the House of Allah.
Ibn Abbas (radi Allahu anhu) would say to him that the Messenger of Allah (sallallahu alayhi wa sallam) performed istilam only of the Black Stone (Hajar al-Aswad) and the Yemeni Corner (Rukn Yamani).
In response, Muawiyah (radi Allahu anhu) would say that nothing of the House of Allah is to be neglected.

What Amir Muawiyah (radi Allahu anhu) said was based on his personal understanding, but the practice of the Messenger of Allah (sallallahu alayhi wa sallam) takes precedence over it.
Imam Shafi'i (rahimahullah) gave a beautiful answer to this: We do not refrain from it considering the House of Allah to be neglected, but rather due to following the Sunnah.
If not performing istilam of this corner is considered neglecting the House of Allah, then not touching the other corners would also be considered neglect, whereas no one considers not performing istilam of them to be neglect. Therefore, in both action and omission, the motivation should be adherence to the Sunnah.
