Why Entry to Makkah and Madinah Is Not Prohibited for Barelvis if They Are Considered Mushrik

Question:


If Barelvis are mushrik, then why is their entry into Makkah and Madinah not prohibited? And why do Ahl al-Ḥadīth scholars not issue a fatwa to treat them like mushrikin?


Answer:


Al-ḥamdu lillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, Ammā baʿd:


The reason is that Barelvis believe in the Kalima Shahādah and strive to fulfill the pillars of Islam. Since they believe in the fundamental Islamic tenets — Tawḥīd, Prophethood, and the pillars of Islam (Ṣalāh, Ṣawm, Zakāh, Ḥajj, etc.) — and act upon them, they are not placed in the category of mushrikin.


According to the principles of Islamic jurisprudence and creed, if a person outwardly professes the Kalima and abides by the apparent obligations of Islam, he is regarded as part of the Muslim community — even if there is deviation in some of his beliefs. Based on this principle:


◈ Their entry into Makkah and Madinah is not prohibited because they outwardly adhere to Islam.
◈ Ahl al-Ḥadīth scholars do not give a fatwa to treat them like mushrikin, because they accept and practice the fundamental outward pillars of Islam.
