Meaning of Ijmaʿ and the Scholars Included in It

Question:
What is meant by Ijmaʿ?
When you declare that there is Ijmaʿ on an issue, does this refer to the unanimous agreement of the entire Muslim Ummah, or is it counted as the Ijmaʿ of a few Muḥaddithīn?
Answer:
Al-ḥamdu lillāh, waṣ-ṣalātu wa-s-salāmu ʿalā Rasūlillāh, ammā baʿd!
By Ijmaʿ is meant the mutual agreement of all people of truth, that is, the Muslims of Ahl al-Sunnah wal-Jamāʿah. This Ijmaʿ includes Muḥaddithīn, Fuqahāʾ, and all other scholars of knowledge.
Therefore, when reference is made to Ijmaʿ on a certain issue, it does not mean the agreement of only a few Muḥaddithīn, but rather the unanimous decision of all scholars from among the people of truth.
