Umrah Is Incomplete Without Halq or Taqsir: Ruling Explained

❀ Ruling on Omitting Halq or Taqsir During Umrah ❀

Question

If someone does not perform ḥalq (shaving the head) or taqṣīr (shortening the hair) during ʿUmrah, is it obligatory for them to offer a fidyah (compensatory sacrifice)?

❖ Answer by Shaykh Ikrāmullāh Wāḥidī (ḥafiẓahullāh)

The Importance of Ḥalq or Taqṣīr:

Ḥalq or taqṣīr is an essential component of ʿUmrah.
Through this act, the rites of ʿUmrah are completed, and the state of iḥrām is exited.

Intentionally omitting halq or taqṣīr is not permissible.
Deliberately avoiding this act is against the Sharīʿah.

✿ Ruling Regarding Fidyah:

It is not permissible to substitute ḥalq or taqṣīr with fidyah.
One cannot compensate for this ritual through any form of offering or penalty.

According to the majority of scholars, such a substitution is invalid, as it contradicts the way of the Messenger of Allāh ﷺ.

✿ Teachings of the Messenger ﷺ:

The Prophet ﷺ said:
"خذوا عني مناسككم"
("Learn your rituals from me.")

⑤ This ḥadīth clearly signifies that adherence to the Prophet’s ﷺ method is essential in the rituals of Ḥajj and ʿUmrah.

Conclusion:

ʿUmrah is not complete without performing ḥalq or taqṣīr.
Compensating this act with fidyah is not valid.
In all cases, ḥalq or taqṣīr is obligatory.
