Question:
What is the legal status (permissible, wrong, innovation, etc.) if a group is formed for the establishment of an Islamic state and all its members pledge allegiance (bay'ah al-irshad) to the leader of this group?

Answer:
By Honorable Zubair Ali Zai (may Allah have mercy on him):
Efforts for the establishment of an Islamic state should be personal, individual, and without forming organized groups. First and foremost, one should reform oneself and those related to them according to the Book and the Sunnah. All current groups are invalid and in direct violation of the Quranic command:
وَلَا تَفَرَّقُوْا "And do not be divided into groups."
[Aal-e-Imran: 103]
Allah Almighty commands not to form parties, sects, and factions, whereas group proponents practically advocate forming parties and dividing into groups. Until all rightly guided individuals of the world unite under one single group and one Khalifa, it is not permissible to join any of these parties. One should stay away from their membership, donation campaigns, and partisanship, but can cooperate with them in good (virtue). In Islam, there are only two types of bay'ah:
➊ Allegiance to the Prophet
➋ Allegiance to the Khalifa
Beyond these, there is no trace of a third type of bay'ah in Islam. For further details, the book "Al-Bay'ah Bayn al-Sunnah wa al-Bid'ah 'Inda al-Jama'at al-Islamiyyah" by Sheikh Ali Hassan al-Halabi, a famous student of Sheikh al-Albani (may Allah have mercy on him), is highly beneficial.
Note:
Allegiance should only be given to that Khalifa on whom there is a consensus among Muslims. As Ahmad bin Hanbal (may Allah have mercy on him) states:

Al-Musnad min Masail al-Imam (may Allah have mercy on him) [Manuscript 1, referenced in Al-Imamah al-Udhma 'Inda Ahl al-Sunnah wa al-Jama'ah p. 217] and Masail al-Imam Ahmad by Ibn Hani [2/158, no. 2011] and Al-Sunnah by Al-Khallal [p. 80, 81 no. 10, which is authentic from Ahmad (may Allah have mercy on him)].
◈ Sheikh Ali Hassan al-Halabi states:
"Allegiance is permissible only to the leader of the believers."
[Al-Bay'ah p. 23]
◈ Sheikh Ali Hassan al-Halabi further writes:
"Bay'ah in all its forms should only be given to the Khalifa of the Muslims who implements the rulings and enforces the (Islamic) limits." [Al-Bay'ah p. 28]
And our duty is only to convey [20th Safar 1427 AH]
