It is not permissible to enforce Qisās (retribution) unless the crime has been proven in a Shari'ah court through proper Islamic legal procedures. The execution of Qisās is the sole responsibility of the ruler (Ḥākim).
It is strictly forbidden for private individuals to enforce Qisās on their own, because such actions lead to harm, chaos, and disorder in society.
