Bequeathing Burial in a Specific Place
First of all, it is necessary to ask why this particular place was chosen. If he selected this place to be buried near a false shrine or one where acts of shirk (polytheism) are committed, or for any other prohibited reason, then fulfilling this bequest is not permissible. If the deceased was a Muslim, he should be buried in the Muslim graveyard.
However, if the bequest was made for another reason, such as to be transferred to the city or area where he had lived, then there is no objection to acting upon such a bequest—provided it does not involve wastage of wealth. If transporting the body to that place would involve excessive spending and waste, then the bequest should not be acted upon because the entire earth belongs to Allah and, if it is within a Muslim area, it is all the same.
