The use of oil that does not prevent water from reaching the skin:.

Question:.

Is the use of any such oil, etc., harmful for a fasting person that makes the skin oily but does not prevent water from reaching the skin?

Fatwa:.

There is no harm in applying oil to the body when necessary during fasting, because the oil only moistens the outer part of the skin and does not enter the body, and even if it does enter through the pores, it does not break the fast.
