Concealing testimony is not permissible in Islam. Whoever hides it is considered a sinner and disobedient, and it becomes obligatory upon him to repent.
Allah (سبحانه وتعالى) says:
«وَلَا يَأْبَ الشُّهَدَاءُ إِذَا مَا دُعُوا»
[Al-Baqarah: 282]
"Let not the witnesses refuse when they are called."
And He also says:
«وَلَا تَكْتُمُوا الشَّهَادَةَ ۚ وَمَن يَكْتُمْهَا فَإِنَّهُ آثِمٌ قَلْبُهُ»
[Al-Baqarah: 283]
"And do not conceal the testimony. Whoever conceals it – indeed, his heart is sinful, and Allah is All-Knowing of what you do."
