Temporary Residents Within the Boundaries of the Haram
Such individuals, when performing ʿUmrah, must go outside the boundaries of the Haram to don Ihram.
Narrated from ʿAbd al-Raḥmān bin Abī Bakr (RA):
"The Prophet ﷺ instructed him to seat ʿĀʾishah (RA) on a mount, take her to Tanʿīm, and let her enter into Ihram from there to perform ʿUmrah."
