Legal Ruling on Bribery for Performing Hajj

If a Muslim has already performed the obligatory (Fard) Hajj, then it is not permissible for him to give a bribe in order to perform a voluntary (Nafl) Hajj.
However, if he has not yet performed the obligatory Hajj, and there is no alternative except to give a bribe, then there is a concession for him to do so.
In all cases, for the one receiving the bribe, it is haram to take it.
