If a Muslim has already performed the obligatory (farḍ) Hajj, then it is not permissible for him to give a bribe in order to perform a voluntary (nafl) Hajj.
However, if a Muslim has not yet performed the obligatory Hajj, and there is absolutely no alternative except by giving a bribe, then in such a case, a concession is granted for him to give it. Nonetheless, it remains categorically haram (forbidden) for the one receiving the bribe to accept it.

❖ Giving Bribes to Perform Hajj
