Can the funds from Ushr or Zakat be used for mosque items such as carpets, flooring, mats, pitchers, repairs and cleaning, or for the salary of the muezzin or caretaker of the mosque?
It is not permissible to spend Zakat or Ushr (which is considered the impurities of people’s wealth) on items such as the mosque's pitchers, ropes, mats, carpets, flooring, or its repair, cleaning, or construction, because the needs of the mosque do not fall under the specified categories of Zakat recipients.
"It is not permissible to spend Zakat on anything other than the categories mentioned by Allah, such as the construction of mosques, bridges, water canals, road repairs, blocking flood routes, shrouding the deceased, hosting guests, and other acts of virtue that Allah has not specified. Anas and Hasan (may Allah be pleased with them) said: 'Whatever is given for bridges and roads is a passed charity, but the first opinion is more correct because of the statement of Allah, ‘Indeed, the charities are only for the poor and the needy...’ (Surah At-Tawbah: 60). The word 'only' restricts and affirms what is mentioned and negates all else.”

However, if the muezzin, the mosque itself, or the caretaker (Miyan Ji) has no other means of livelihood and they are needy and deserving, then it is permissible to provide them monthly financial aid from Zakat or Ushr, whether in a fixed or non-fixed amount, in their capacity as rightful recipients of Zakat.
