Question:

What is the ruling on buying and selling elephant tusks?

Answer:

The buying and selling of elephant tusks is not permissible, because all parts of a prohibited dead animal are harām, and benefiting from them is not allowed.

Sayyiduna Jābir bin ʿAbdullāh رضي الله عنه narrated that the Messenger of Allah ﷺ said:

إن الله ورسوله حرم بيع الخمر، والميتة والخنزير والأصنام.

"Indeed, Allah and His Messenger ﷺ have forbidden the trade of wine, carrion, swine, and idols."
(Ṣaḥīḥ al-Bukhārī: 2236, Ṣaḥīḥ Muslim: 1581)

Ḥāfiẓ Khaṭṭābī رحمه الله (d. 388H) said:
فيه تحريم بيع عظام الفيل.

"This ḥadīth is evidence for the prohibition of selling elephant bones."
(Aʿlām al-Ḥadīth: 2/1106)
