Ruling on the Pre-Fajr Adhan and Suhoor Call Outside Ramadan

❖ Pre-Fajr Adhan: Sunnah of the Prophet ﷺ​

In the time of the Prophet ﷺ, Bilal رضي الله عنه used to give the first Adhan before Fajr, during the last portion of the night. This Adhan was not for the prayer itself, but rather to wake people for Tahajjud and to alert them to prepare for Fajr.

❖ Two Adhans for Fajr​

The Prophet ﷺ said:
"Bilal gives the Adhan at night, so eat and drink until Ibn Umm Maktum gives the Adhan."
This makes it clear that Bilal's Adhan was not the signal of Fajr, but an early reminder for preparation.

❖ Purpose and Wisdom​

To remind those praying Tahajjud that Fajr is approaching, so they may rest and prepare.

To awaken the sleeping so they don't miss Suhoor and the Fajr prayer.

❖ Is It Limited to Ramadan?​

No. This early Adhan is not specific to Ramadan. While it gains greater importance during Ramadan (for Suhoor), it remains permissible and beneficial throughout the year for waking people for Tahajjud and alerting them about the upcoming Fajr.

❖ Conclusion​

Giving Adhan before Fajr is permissible in both Ramadan and non-Ramadan times.
