Hence, when a person performs ablution, wears the socks, and then later wipes over them for the first time, he is permitted to wipe over those socks until the same time on the following day.
"A resident person may wipe over his khuffs (or socks) for one day and one night."

For a resident (non-traveller), the duration for wiping over socks or leather socks (khuffs) is one day and one night (24 hours). This period begins from the time he first performs the act of wiping, not from the time he puts on the socks.Hence, when a person performs ablution, wears the socks, and then later wipes over them for the first time, he is permitted to wipe over those socks until the same time on the following day.
