Ruling for One Unable to Perform Tawaf Due to Illness

If a person, due to illness during Hajj, is unable to perform Tawaf, can someone else perform Tawaf on his behalf?
Tawaf cannot be performed on his behalf. However, he may be carried or assisted by means such as a wheelchair in order to complete the Tawaf himself.
