Question

If a person, in Hajj Tamattuʿ, completes ʿUmrah but does not shave or trim his hair, while having performed all other rites of Hajj, what is required of him?

Answer

Alḥamdulillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, Ammā Baʿd!

In this case, the person did not perform the shaving (ḥalq) or trimming (taqṣīr) that is one of the obligatory acts (wājibāt) of ʿUmrah.

◈ According to the scholars, if a wājib is omitted, it must be compensated with a Dam (sacrifice).
◈ This means such a person must slaughter an animal in Makkah al-Mukarramah and distribute its meat among the poor there.
◈ By doing so, his ʿUmrah and Hajj will be complete.

If the person has already left Makkah, he may appoint someone to slaughter the Fidyah animal on his behalf in Makkah and have its meat distributed among the poor.
