This ruling is based on the command of Allah Almighty:
«وَلَا تَقْرَبُوهُنَّ حَتَّىٰ يَطْهُرْنَ فَإِذَا تَطَهَّرْنَ فَأْتُوهُنَّ مِنْ حَيْثُ أَمَرَكُمُ اللَّهُ»
“And do not approach them until they are purified. But when they have purified themselves, then approach them from where Allah has ordained for you.”
[Surah Al-Baqarah: 222]
The key point in this verse is the phrase "تطهرن" (they have purified themselves), which indicates that the woman must perform ghusl before intimacy is permissible.

Question:
What is the ruling if a man has intercourse with his wife after her menstruation has ended but before she performs ghusl (ritual purification)?Answer:
Among the various scholarly opinions on this matter, the most correct view is that a man should not have intercourse with his wife until she has performed ghusl after her menstruation has ended.This ruling is based on the command of Allah Almighty:
«وَلَا تَقْرَبُوهُنَّ حَتَّىٰ يَطْهُرْنَ فَإِذَا تَطَهَّرْنَ فَأْتُوهُنَّ مِنْ حَيْثُ أَمَرَكُمُ اللَّهُ»
“And do not approach them until they are purified. But when they have purified themselves, then approach them from where Allah has ordained for you.”

Exceptions:
If a woman is unable to find water or is unable to use it for purification, she may perform tayammum (dry ablution). In such cases:- She may perform her prayers.
- If it is Ramadan or she has fasts to make up, she can observe the fast.
- Her husband is permitted to engage in marital relations with her.
