Can the repair of a mosque or construction of a mosque well be done using sacrificial hides (Chirm-e-Qurbani) or Zakat funds?
The sacrificial hides (Chirm-e-Qurbani) are exclusively the right of the poor and needy. No one has the authority to use them otherwise. They must be distributed among the deserving; diverting them for other purposes is not permissible.
Regarding Zakat, there exists a scholarly opinion which permits its use for mosques, but this allowance should not be used as a pretext by mosque officials to utilize Zakat funds for mosque-related expenses. They should instead spend from their own personal wealth.
