Is Giving Amulets and the Gathering of Non-Mahram Women Permissible?

Many people give amulets, and around them there is often a gathering of non-mahram women. Sometimes, such individuals are also the Imams of mosques. They argue that:
"The Qur’an is a cure, just as doctors prescribe medicines to patients, likewise we write Qur’anic verses for treatment."
The questions are as follows:
➊ Is it permissible to give amulets?
➋ Is the gathering of non-mahram women permissible?
➌ Can a person who gives amulets be appointed as a permanent Imam or Khateeb?
Alhamdulillah, wassalatu wassalamu ‘ala Rasulillah, amma ba’d:
✿ Even if Qur’anic verses or Hadith texts are written in amulets, this practice is not proven from Rasulullah ﷺ.
✿ Writing and giving amulets is not in accordance with the spirit of Shari’ah, since neither the Prophet ﷺ nor the Companions (رضي الله عنهم) ever practiced it.
✿ Looking at non-mahram women, touching them, or passing hands over them—whether connected with amulets or without them—is impermissible in every case.
✿ Whether this occurs individually or collectively, such practice is against the Shari’ah.
✿ Only in cases of dire necessity does the Shari’ah provide some allowance; otherwise, in general circumstances, such mingling with non-mahram women is strictly not permissible.
✿ This depends on the beliefs and viewpoint of the person giving amulets:
◈ What is his perspective regarding amulets?
◈ Does he distinguish between those amulets that are shirk-based or non-shirk-based, and those that are kufri or non-kufri?
✿ Until these details are clarified, a definitive ruling on this matter cannot be given.
