Ruling on Not Performing Hajj After Intending Hajj Tamattuʿ

If a person enters into Ihram for ʿUmrah with the intention of performing Hajj Tamattuʿ, but later decides not to perform Hajj, what is required of him?
Alḥamdulillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, Ammā Baʿd!
If a person enters into Ihram for ʿUmrah with the intention of performing Hajj Tamattuʿ, completes the ʿUmrah, and before entering into Ihram for Hajj decides not to perform it, then nothing is required of him — unless he had made a vow (nadhar).
If he had vowed to perform Hajj that year, fulfilling the vow becomes obligatory upon him.
If he did not make such a vow, then simply performing ʿUmrah without proceeding to Hajj does not make anything obligatory upon him.
