The meaning of this hadith is that the best kind of witness is one who, when the need for testimony arises, comes forward to give it — whether he is explicitly asked for it or not.
There are times when a person has witnessed something relevant to a case, yet the individual whose case it concerns is unaware that someone can testify on his behalf. So when the witness sees that the matter has been brought before a judge, he goes to the person concerned and informs him that he is ready to testify. This enables the individual to rightfully claim his due with the help of that testimony.
