Diverse Perspectives on the Establishment of Islamic Khilafah
The establishment of Islamic Khilafah is a subject over which Muslims hold varying opinions and ideologies. Every group has its own vision regarding the implementation of Islam, but several fundamental aspects remain unclear, leading to less effective outcomes in the struggle. Below is a detailed explanation of the views held by different segments within the Muslim community:
❶ The Ruling Class and the Islamic System
➊ Individuals among the ruling elite often mention Islam, yet they do not perceive it as a comprehensive system.
➋ These people generally regard the enforcement of Islamic laws as unnecessary or an "untimely slogan."
➌ This class has become the greatest obstacle in the practical implementation of the Qur’an and Sunnah.
❷ The Group That Restricts Islam to Acts of Worship
➊ There exists a group that does not object to the concept of implementing Islam, but limits it solely to worship and morality.
➋ In their view, the practical implementation of Islamic laws is unnecessary—a notion contrary to the expectations of the public.
❸ Those Who Desire the Implementation of Islam
➊ These individuals firmly believe in the supremacy of the Qur’an and Sunnah but lack practical preparation, which hinders their success.
➋ They fall behind in shaping public opinion, responding to objections of the modern mindset, and developing capable leadership.
❹ The Group That Rejects Political Engagement
➊ Some consider political efforts, voting, and public consensus as futile exercises in the path of Islamic implementation.
➋ Many among them limit themselves to acts of worship and condition the implementation of Islam on the appearance of Imam Mahdi (RA) or Prophet ‘Isa (AS).
❺ The Group Inclined Towards Extremism
➊ Out of emotional zeal, some individuals take up arms and limit their struggle to sacrifices and martyrdom.
➋ These people often declare dissenters as disbelievers (takfir) and consider eliminating them necessary.
❻ Disagreements Over Interpretation of the Islamic System
➊ One group completely rejects modern political and social ideologies and insists on reinstating historical frameworks.
➋ While accepting the principles of Khilafah al-Rashidah, they ignore the importance of public trust and participation.
❼ Attitude Toward Western Thought
➊ Western philosophy is either entirely rejected or blindly accepted.
➋ There is a shortage of scholars who can academically clarify the difference between Islamic and Western political systems.
🏛 A Viable Framework for Establishing the Khilafah
Today, two primary ideologies exist regarding the establishment of Khilafah:
➊ Implementation of Islam through political engagement and parliamentary power
➋ Engaging in armed conflict with the existing authorities
Political Process vs. Armed Struggle
➊ Sole reliance on parliamentary power is insufficient for implementing Islam.
➋ Regardless of the Shari’ah status of taking up arms, this path has not proven to be practically successful or fruitful.
Case Studies: Iran & Martin Luther King Jr.
Iran’s Experience
Iran’s religious leadership turned universities and educational institutions into centers of intellectual training against the Shah. After seventeen years of consistent effort, they succeeded in bringing about a revolution without the use of weapons, relying on widespread public support.
Martin Luther King’s Movement
Martin Luther King led a systematic and peaceful movement in the U.S. for the civil rights of African Americans. Within two decades, he achieved notable legal reforms and secured civil rights through public mobilization.
Importance of Peaceful Public Mobilization
If the Imamate can be implemented through peaceful public movements and consensus, then why not adopt the same strategy for establishing the Khilafah?
By learning from the experiences of Iran and Martin Luther King, it is possible to initiate a strong and organized public movement for the implementation of the Islamic system.
