Ruling on Making Up Seven Fasts for One Unable to Offer the Sacrifice

A pilgrim performing Hajj Tamattuʿ could not afford the sacrificial animal. He fasted three days during the days of Hajj but did not fast the remaining seven days, and three years have passed since then. What should he do now?
Alḥamdulillāh, waṣ-ṣalātu was-salāmu ʿalā Rasūlillāh, Ammā Baʿd!
Such a pilgrim must still fast the remaining seven days, even if three years have passed.
✿ He has already completed the first part of the obligation by fasting three days during the days of Hajj.
✿ The remaining seven days are also obligatory because they are prescribed by Shariah.
✿ The passing of time does not remove this obligation; the fasts remain due upon him.
✿ He may fast them at any time, but it is better to make them up as soon as possible.
