It is permissible to have blood let (cupping) while in the state of Ihram for medical reasons.
This is established from the narration of Hazrat Ibn Abbas رضي الله عنهما:
إِنَّ النَّبِيَّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ احْتَجَمَ وَهُوَ مُحْرِمٌ
“The Prophet ﷺ had cupping done while in the state of Ihram.”
*(Sahih al-Bukhari: 1835, 5695 – Kitab al-Hajj: Bab al-Hijamah lil-Muhrim; Sahih Muslim: 1202; Abu Dawud: 1835; al-Tirmidhi: 839; al-Nasa’i: 5/193; Ibn Majah: 3081; Musnad al-Shafi‘i: 1/319; Musnad Ahmad: 1/215; Ibn Khuzaymah: 2651; Ibn Hibban: 9/266; Abu Ya‘la: 2360; al-Daraqutni: 1/239; Sharh al-Sunnah: 4/154; al-Darimi: 2/37; Ibn al-Jarud: 442)
