Legitimacy of a Second Congregation in the Mosque and Its Shar‘i Evidence
Question
If a person comes to the mosque after the congregational prayer has ended, and some others also arrive later, can they establish another congregation? If permissible, what is the evidence from ḥadīth?

Yes, in such a case a second congregation may be established. There are clear evidences from the Qur’an and Sunnah regarding this:
Qur’ānic Evidence
Allah Almighty says:
﴿وَارْکَعُوْا مَعَ الرَّاکِعِیْنَ﴾
"And bow down with those who bow down."
This verse generally encourages praying with the congregation. There is no restriction that it can only occur once.
Prophetic Ḥadīth
The Messenger of Allah ﷺ said:
«صَلاَۃُ الْجَمَاعَةِ تَفْضُلُ صَلاَۃَ الْفَذِّ»
(Ṣaḥīḥ al-Bukhārī, Kitāb al-Adhān, Bāb Faḍl Ṣalāt al-Jamā‘ah)
"Prayer in congregation is superior to prayer performed alone."
This ḥadīth emphasizes the virtue of congregational prayer, without limiting it to a single instance only.
Clarification
From the above verse and ḥadīth it becomes clear:
- If the first congregation in the mosque has ended,
- And others come afterwards,
- They should not be deprived of the reward of congregational prayer,
- Rather, they should establish another congregation.
There is no prohibition of this in the Qur’an or Sunnah.
