This verse describes as fasiq (rebellious) those who ignore Allahโ€™s commands and judge based on their desires. The Prophet ๏ทบ further clarified:
"Judges are of three types: one will go to Paradise, and two to Hell. The one who recognizes the truth and judges accordingly will be in Paradise. The one who knows the truth but acts unjustly, and the one who judges without knowledgeโ€”both are in Hell."

Obeying rulers is obligatory in Islam as long as they govern according to Allah and His Messengerโ€™s commands. The Qur'an states:

"Listen and obey, even if a black slave with a head like a raisin is appointed as your leader."

However, if a ruler commands clear disobedience to Allah, then obedience is not required:

"A Muslim must listen and obey, whether he likes it or not, unless he is commanded to sin. In that case, there is no listening or obedience."
(Sahih Bukhari: 7144)

The Qur'an warns:

"Whoever is appointed as a leader over even ten people will be brought on the Day of Judgment in chains. Only justice will set him free; his oppression will doom him."

A ruler must deal gently with the people. Harshness drives people away and sows hatred. The Prophet ๏ทบ said:

"Whoever is made a ruler and deals harshly with his people, Allah will be harsh with him. But if he is gentle, Allah will be gentle with him."

"O Allah, whoever takes charge of my nation and is harsh, be harsh with him. And whoever takes charge and is kind, be kind with him."
