❖ Divine Prophethood and Human Guidance
Allah ﷻ revealed His guidance through prophethood to show mankind how to live on earth. While many nations rejected this divine message, one nation accepted it — the Ummah of Muhammad ﷺ — and, by embracing his message, they separated themselves from others to form a distinct community known as Jama‘at al-Muslimeen or Dār al-Islām.
This was a collective of people willing to live under the authority of divine law (Sharī‘ah) as revealed through the Prophet ﷺ.
❖ Formation of Jama‘at al-Muslimeen under Muhammad ﷺ
This collective identity — al-Jamā‘ah — was established in the name of the Messenger of Allah ﷺ, with the clear purpose of centering life around divine revelation and prophethood.
✔ It separated itself entirely from those who rejected the message of Muhammad ﷺ.
✔ It became known as Dār al-Islām, the Muslim society, or the Islamic state — all rooted in divine law.
❖ Relationship with Non-Muslim Nations
Non-Muslims were allowed to live within the Islamic state with full protection of life and property, a responsibility upheld by the Prophet ﷺ and his successors.
❖ Minority Rights in Islam
The rights of minorities in an Islamic state are not based on human agreements, but are a guaranteed provision of Islamic law.
✔ Freedom and security for non-Muslim citizens were ensured by the Sharī‘ah, not merely by policy or tolerance.
❖ Foundations and Structure of Jama‘at al-Muslimeen
The formation of Jama‘at al-Muslimeen was solely for the purpose of practicing the divine message.
✔ Faith in Muhammad ﷺ is a prerequisite to being a core member of this community.
✔ Non-Muslims may live as citizens, but they cannot be foundational stakeholders in its religious and constitutional identity.
❖ The Necessity of Unity upon Prophethood and Sharī‘ah
This gathering upon Prophethood and divine law is a gift and command from Allah.
Allah ﷻ commands in the Qur’an:
"وَاعْتَصِمُوا بِحَبْلِ اللَّهِ جَمِيعًا وَلَا تَفَرَّقُوا"
“And hold firmly to the rope of Allah all together and do not become divided.”
(Surah Aal-e-‘Imran: 103)
❖ Temporary Suspension of Sharī‘ah in Emergency Situations
If, due to prevailing circumstances, it becomes impossible to implement Sharī‘ah fully in a particular region of the Islamic state:
✔ Then partial suspension under the rules of necessity (iḍṭirār) is permitted.
✔ However, striving to restore full implementation must remain a continuous goal.
❖ Conclusion
Jama‘at al-Muslimeen — a community based on faith in the Prophethood of Muhammad ﷺ — stands as a distinct and sovereign gathering of people whose foundation is divine law.
✔ It coexists peacefully with non-Muslims,
✔ Yet its constitutional and foundational structure remains firmly rooted in the Prophethood and Sharī‘ah of Muhammad ﷺ.
