What is the Shar‘i ruling on an unmarried young man conversing with an unmarried girl over the telephone?
It is not permissible to engage in romantic, flirtatious, or lustful conversation with a non-mahram woman, whether it is via telephone or any other means.
Such communication is strictly ḥarām.
Allah ﷻ says:
﴿فَلَا تَخْضَعْنَ بِالْقَوْلِ فَيَطْمَعَ الَّذِي فِي قَلْبِهِ مَرَضٌ﴾
[Surah Al-Aḥzāb: 32]
“Do not speak in a soft or alluring tone, lest the one in whose heart is a disease should be moved with desire.”
However, if the conversation is free from temptation and inappropriate tone, and is done only out of necessity, then there is no harm in speaking to the extent required.
